Adapting to Climate Change: Towards a European Framework for Action
Over the coming decades, climate change is projected to have a strong bearing on the water availability across Europe, especially in the southern regions.
At least 11% of the European population and 17% of Europe's territory have been affected by water scarcity so far.
Since 1998, floods in Europe have caused 700 deaths, displaced about half a million people and caused at least 25bn ($35bn) of insured economic losses.
There is a need for adaptation to the impacts of climate change on water through effective national and European water regulations so that it can be integrated into other sectoral policies, such as agriculture and energy.
