Water Governance in the Water and Sanitation Sector in Beijing, China

There is a scarcity of water in northern China, mainly due to high per capita consumption as well as substantial losses. The country has however, launched a five-year plan to reduce water consumption in industrial units by 30% and increase the coverage of water and sanitation in line with MGD.

Despite the scarcity, the water managers in China, focus is on acquiring the most advanced technology in the sector, rather than focusing on managing existing water systems.

In addition, the key water infrastructure is not owned and managed by local authorities, making the ownership vague and hindering innovative local technical solutions and financing in the country.
