The SCWD integrated water plan and the SqCWD integrated resources plan offer a phased approach to providing a reliable supply of water during drought and other natural disasters.

The approach also aimed to preserve coastal aquifers from saltwater intrusion while ensuring the protection of public health and safety.

The plan also discusses recycled water and its benefits, and describes the opportunities and limitations of recycled water to offset potable water needs for these two agencies.
